How interesting that holidays are declared year by year. Even the regular holidays? So would a regular holiday become a non-holiday if it was left off the list?

Yes, they declare holidays every year because we also observe lots of special holidays in between. during the past administration, we used to have “holiday economics” wherein holidays are moved to the next day if they fall on weekends but I guess that defeats the purpose of observing them because people tend to forget.
